With the aim of explaining and clarifying all details of the amendments to regulations that will be implemented from 2025-2026 sports season and in line the enhancing communication with clubs and activating partnerships with relevant authorities, the Qatar Stars League (QSL) organised a two-day introductory workshop for local professional players (First and Second Division League clubs) in addition to sports officials. The workshop was attended by Dr. Ahmed Khellil Abbassi, Executive Director of Competitions and Football Development at QSL, and Mr. Talal Al Kaabi, Executive Director of National Teams, and Mr. Abdulrahman Al Kuwari, Chairman of Qatar Players Association.

The new decisions, which will be implemented starting next season, were reviewed and clarified. They aim to enhance the quality of Qatar league, support Qatari clubs participating in international tournaments and support national teams. These include the mechanism for registering foreign players on the 28-player roster in addition to the abolition of ‘40 times salary’ rule to open a free market for local professional players, enable them to move freely and distribute local talent in a natural manner.

The implementation of a system for setting a ceiling on the annual value of contracts was also discussed to ensure market fairness and avoid contract inflation. The importance of signing contracts without violating regulations or the specified ceiling was emphasized, as violations could lead to suspension of the player or agent or deduction of points from the club. The new evaluation mechanism for local professional players was also discussed.

A number of inquiries and questions from players and attendees were also clarified, reiterating that these amendments were part of the new phase of professionalization aimed at enhancing the professional aspects of Qatar football and continuing the development process at all levels.

Commenting on the workshop, Dr. Abbassi said, “This workshop is a continuation of the organizational decisions regarding the regulations that were previously announced and will be implemented starting from the new (2025-2026) season. We’ve entered a new phase of professionalism in Qatar football. Players can transfer to any club after their contract expires, according to the new mechanism and amendments. At the same time, we expect everyone to work on enhancing professionalism and delivering high performance, whether in matches or training, and to achieve the maximum possible benefit, which will positively reflect on the technical level.
