The Executive Committee of Qatar Football Association (QFA), headed by its President His Excellency Sheikh Hamad bin Khalifa bin Ahmed Al Thani, held a meeting on Tuesday, in the presence of all members, namely Vice-President Saud bin Abdulaziz Al Mohannadi, Sheikh Ahmed bin Hamad Al Thani, Mr. Hani Taleb Ballan and Mr. Ahmed Abdulaziz Al Boenain, Mr. Ibrahim Al Mohannadi, Mr. Abdulrahman Al Qahtani and General Secretary Mr. Mansour Al Ansari discussed and adopted the new strategy to develop the QNB Stars League submitted by the Qatar Stars League (QSL).

After discussing all details of the QNB Stars League development project, the QFA Executive Committee approved the new strategy presented by QSL related to developing the league to provide competitive and high-quality football, and develop the professional level of clubs.

First: Reducing the number of clubs participating in the Qatar Stars League to 10 to raise the level of quality and technical standards, starting from the 2023-24 season.

Second: Continuation of the Promotion and Relegation system through the Play-Off match.

Third: The clubs are committed to the new Clubs Participation Agreement, which includes the necessary professional standards to develop the level of professionalism for clubs and competitions starting from the 2022-23 season.

Fourth: Distribution of central financial revenues from commercial rights and TV broadcasts for clubs in accordance with the new mechanisms and standards, starting from the 2023-24 season.

Fifth: Adopting a new mechanism to give the National Team players an opportunity to participate in the league to enrich the local competitions technically, in addition to raising the competitive level among all clubs according to the criteria determined by QFA after consulting with the competent authorities and departments starting from the 2023-24 season.

Sixth: The creation of a Central Scouting Team, which includes experts and specialists, to provide services to clubs to explore coaches and professional players according to actual values ​​and efficiency, starting from the 2021-22 season.

The mechanism for implementing the strategy will be as follows:

First: Holding workshops with clubs.

Second: Partnering world football experts and specialists.

In addition to the above, the meeting agenda also included the briefing of His Excellency the President and members of the Executive Committee on the reports submitted by the various committees of QFA regarding the work mechanism and uniformity, and other related matters.
